Responsibilities

Support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM) and its implementation of the National Coastal Zone Management Program and Great Lakes Restoration Initiative (GLRI)-supported projects. 

 

The successful candidate will be part of NOAA OCM’s Stewardship Division and Great Lakes regional team, and will provide coastal management liaison support for the implementation of NOAA programs in the Great Lakes region, with a focus on strengthening coastal communities’ ability to bounce back from challenges associated with climate change through a balanced approach to coastal management. The position will be located within the general vicinity of one of the following locations: Duluth, Minnesota; Madison, Wisconsin; Ann Arbor, Michigan

 

 

Core Responsibilities of the Coastal Management Specialist will include the following:

  • Support the Implementation of Coastal Zone Management Act Programs:

 

  • Coordinate with assigned Coastal Zone Management Programs and NOAA’s Federal Program Officer to offer suggestions, process, amend, and monitor cooperative agreements and grants; and provide technical reviews for other proposals in coordination with the federal project lead.
  • Conduct necessary environmental compliance for cooperative agreement tasks, including relevant post-award actions, and coordinate with OCM environmental compliance coordinator for guidance and approval.
  • Support implementation activities, including: review and analysis of yearly grant/financial assistance awards; review and recommend approval of performance measure submissions; program evaluations required under the CZMA; and the development, review and recommend approval of management plans and strategies to the federal project lead.  
  • Provide subject matter expertise and regional coordination support on coastal management issues, including habitat and water quality issues. 
  • Identify CZMA Program highlights and other opportunities to communicate partner success stories.
  • Identify and facilitate programmatic synergies across the National Estuarine Research Reserves and Coastal Zone Management programs and other partners in the Great Lakes to enhance execution and results, and/or identify joint projects.
  • Support and coordinate on habitat, water quality, green infrastructure and other coastal resource management issues along the Great Lakes coast.
  • Participate and contribute to both OCM Program and Regional Teams.  
  • Support for Great Lakes Restoration Initiative projects:

 

  • Provide technical and grants management support for OCM’s portfolio of Great Lakes Restoration Initiative (GLRI)-supported projects that enhance habitat restoration and coastal resilience of communities through implementation of nature-based solutions.
  • Work with OCM’s Great Lakes team and close partners to document regional needs for coastal restoration planning purposes.  
  • Coordinate with partners on complimentary projects that leverage NOAA products and services.
  • Attend and participate in relevant regional meetings across the Great Lakes, as needed. This includes participating in regional coastal workgroups (e.g., Great Lakes Coastal Assembly).

Qualifications

The Coastal Management Specialist selected should have the following:

 

  • Master’s degree in Environmental Policy, Marine Policy, or a related field, plus 3 additional years of relevant professional experience.
  • Documented knowledge of/experience with coastal zone management issues and the Coastal Zone Management Act (CZMA), with Great Lakes experience strongly preferred.
  • Experience in nature-based solutions to shoreline management and planning and implementation of projects to enhance climate resilience of coastal communities.  
  • Strong written and verbal communication skills.
  • The successful candidate will be organized, detail-oriented, manage time to achieve project objectives to meet deadlines, and work both independently and collaboratively as part of a team.
  • Ability to pass a National Agency Check and fingerprinting background check and maintain it through the duration of employment.

 

       The Ideal Coastal Management Specialist will have the following:

    • Documented experience in environmental planning, policy, technical, and regulatory support for the Federal Government.
    • Strong knowledge of, and experience with, Tribal governments throughout the Great Lakes.
  • Demonstrated experience with stakeholder outreach and engagement, especially relating to environmental policy issues.
  • Training or demonstrated experience in facilitation.
  • Self-starter with ability to work in a team environment.
  • Documented experience supporting technical and public outreach meetings.
  • The successful candidate will be organized, detail-oriented, manage time to achieve project objectives to meet deadlines, and work both independently and collaboratively as part of a team.
