Overview

Lynker is seeking a Geospatial Analyst - Pacific Regional Geospatial Coordinator, to support the National Oceanic and Atmospheric Administration’s (NOAA) Office for Coastal Management (OCM). This position will be located at the Inouye Regional Center in Honolulu, Hawaii and requires some travel to partner locations on other islands within the state and to American Samoa, Commonwealth of the Northern Marianas, and Guam. We are seeking an exceptional individual to support NOAA OCM’s core mission to enhance sustainable, healthy coastal communities, through provision of geospatial coordination and technical assistance in the Pacific Region.


The Geospatial Analyst selected will manage analyses of geographic information about the Earth's coasts and oceans as well as providing high-level technical and analytical support to address complex issues such as coastal management, coastal hazards, ocean uses, or land cover and change. This role involves independently achieving day-to-day objectives with significant impact on operational results or project deliverables, and working to achieve key project/program objectives and deliverables. The successful candidate will be responsible for managing major project components or processes across multiple technical areas, overseeing complex tasks, and developing solutions for intricate technical issues that affect various areas or disciplines. They will regularly employ ingenuity and creativity to develop new technical solutions and systems in order to achieve functional objectives, and represent the organization's technical products and services as a subject matter expert during presentations or
product demonstrations to technical and non-technical audiences. They will also coordinate and develop regional mapping activities between NOAA and its partners, provide hands-on technical assistance and geospatial coordination, serve as an expert to NOAA OCM leadership on regional geospatial activities, and promote NOAA products and services including Digital Coast data, tools and trainings.

Responsibilities

Duties of the Geospatial Analyst - Pacific Regional Geospatial Coordinator will include the following:


● Identify needs as expressed by regional partners and communicate those requirements to inform the development of NOAA OCM products and services, leading strategic planning for product enhancements.
● Provide advanced hands-on geospatial technical assistance to partners including complex data discovery, in-depth analysis, and innovative application of complex geospatial data sets and processes.
● Manage and contribute to product development including NOAA products such as Coastal Change Analysis Program land cover and trend information; coastal hazards and inundation; sea-level rise visualization tools; topographic and bathymetric data; MarineCadastre.gov; Digital Coast; and the creation and analysis of geospatial data and maps.
● Fostering collaborative solutions by responding to and managing complex geospatial technical assistance requests, and proactively coordinating and sharing information with other staff members across the region and OCM.
● Develop comprehensive case studies of advanced applications of NOAA data, tools, or training to address specific regional coastal management outcomes and provide expert technical assistance in transferring these to other partners.
● Lead the development of contextual maps, such as ESRI and story maps, that will be hosted on the Digital Coast website, ensuring high-quality and impactful content.
● Represent NOAA OCM’s technical work as a subject matter expert in relevant geospatial and regional work groups. This includes participating in and leading regional geospatial work groups; assisting with and guiding coordination of state and federal mapping and application efforts; developing advanced geospatial tools, information, and regional data coordination; and providing expert hands-on technical
assistance.
● Oversee, track, coordinate, and strategically engage with relevant geospatial activities in the region with a focus on helping coastal states and communities make informed decisions on the use of their lands and waters.
● Identify and cultivate high-level relationship-building opportunities and develop strategic partnerships in coordination with OCM’s Pacific staff and other National Ocean Service and NOAA regional programs.
● Provide expert technical support for Coastal Geospatial Services Contract (CGSC) task orders as needed to support regional geospatial initiatives, often acting as a technical lead.
● Compiling, processing, and analyzing geographic data of varying scales and sources, both raster and vector-based, in order to produce derived products, maps, statistics, and other information, often involving complex data integration.

Qualifications

The Geospatial Analyst - Pacific Regional Geospatial Coordinator selected should have the following: 


● M.S. or PhD. in geography, remote sensing, GIS, coastal management, or related field and 4+ years of related experience OR a B.S. and 9+ years of related experience.
● Expert knowledge of the region (including American Samoa, CNMI, Guam, and Hawaii) and the cultural context in which our coastal and marine partners are working and living.
● Superior, proactive communication, organizational, and interpersonal skills, with a proven ability to influence and collaborate at high levels.
● Highly self-motivated and capable of independent work in a distributed team environment without direct day-to-day, on-site supervision, demonstrating leadership and initiative.
● Advanced ability to understand and analyze complex coastal management issues and apply innovative geospatial technologies to develop and implement solutions.
● Demonstrated expert ability to build and maintain strategic relationships with senior management,
colleagues, and external partners, including leading collaborative initiatives.
● 4+ years of experience using advanced geospatial analysis tools such as ERDAS, ESRI ArcGIS (including extensions and scripting), QGIS, eCognition, Global Mapper or similar, with expertise in complex analysis and automation.
● Extensive experience in the development and analysis of land cover data, geospatial imagery, and/or elevation data, including advanced processing and quality control.
● Demonstrated experience leading and effectively contributing to teams with members located in disparate locations, fostering a cohesive and productive environment.
● Expert knowledge of and ability to apply advanced technical principles, theories, and concepts related to geospatial analysis.
● Proven ability to represent the organization's technical products and services as a subject matter expert during presentations or product demonstrations to technical and non-technical audiences.

 

The Ideal Geospatial Analyst - Pacific Regional Geospatial Coordinator will have the following:  


● Extensive experience working with and/or providing advanced technical assistance to state, regional, or national geospatial organizations and professional associations, potentially in a leadership capacity.
● Extensive experience working with state and federal agencies, Indigenous and tribal organizations, academia, and nongovernmental organizations at a strategic level.
● Experience with advanced GNSS, total station, or RTK survey equipment, including data processing and integration into GIS.
