Lynker Corporation, in strategic partnership with Fisheries Immersed Science Hawaii (FISH) as the FLOAT – the "FISH" and "Lynker" Ocean Alliance Team Joint Venture, is seeking a detail-oriented Permits Program Specialist to support NOAA’s West Coast Region Sustainable Fisheries Division (SFD). This role assists the Permits and Monitoring Branch in managing a wide array of federal fishing permits for Highly Migratory Species, Coastal Pelagic Species, Pacific Halibut, and Groundfish fisheries. Employment in this role is contingent upon FLOAT being awarded the contract by NOAA. This position is primarily off-site. No travel is anticipated for this role. Standard work hours are Monday–Friday, 0600–1800 PT. Position is expected to be full-time, not to exceed 40 hours per week.
Review, track, and process permit applications, renewals, and transfers for various West Coast fishery programs.
Coordinate issuance of exempted fishing permits, scientific research permits, and letters of authorization.
Respond to constituent inquiries via phone and email regarding permit procedures, application status, and regulatory requirements.
Assist fishermen in accessing quota share and vessel accounts and troubleshooting common system issues.
Distribute outreach materials and assist in the production of permit-related communications and public-facing documents.
Maintain records, submit sanction checks, and track non-disclosure agreements using NOAA protocols.
Conduct simple spreadsheet analyses to support permit fee assessments and database QA/QC.
Identify and report outdated public-facing materials and coordinate updates with NOAA staff.
Submit accurate and timely monthly progress reports.
Required:
Bachelor’s degree in fisheries, environmental science, natural resource management, or a related field, with at least one year of relevant experience (or five years combined education/experience).
Familiarity with spreadsheets and databases.
Strong written and verbal communication skills.
Ability to work independently and as part of a team in a dynamic regulatory environment.
Preferred:
Experience with the National Permits System, groundfish permits database, Vessel Account System, PacFIN, and vTrack.
Experience developing use cases for database improvements.
Knowledge of fisheries regulations and permit structures on the U.S. West Coast.
