Responsibilities

The California Central Valley Office (CCVO) has responsibility for salmon, steelhead, and green sturgeon conservation and recovery in the geographic region from the San Francisco Bay east including waters of the Sacramento-San Joaquin Delta and its tributaries to their headwaters in the Sierras. Under this Performance Work Statement (PWS), the contractor will assist with Central Valley Project/State Water (CVP/SWP) Project ESA Section 7(a)(2) consultation efforts, CVP/SWP Data compilation and analysis of impacts to Endangered Species Act-listed (ESA-listed) species, assistance with other Section 7(a)(2) consultations, and assistance in the development and implementation of mitigation banks.

 

The CVP/SWP consultation is large scale and complex consultation involving the transmission of water through California’s water operations and delivery system. NMFS’s consultation for this project (A Biological Opinion or “Opinion”) analyzes the impacts of that project on federally endangered and threatened species managed by the CCVO. These species covered by this Opinion include federal threatened California Central Valley steelhead, federally threatened Central Valley spring-run Chinook salmon, federally endangered Sacramento River winter-run Chinook salmon, and federally threatened Southern Distinct Population Segment of the North American green sturgeon.
The first iteration of this Opinion was completed in 2009, and there continues to be data collection and analysis associated with it. The contractor shall provide data compilation services for NMFS, CCVO related to the Opinion. Specifically, the contractor shall compile all data sets commonly used for water operations into one universal data set for the office to be used for implementation of the CVP/SWP pursuant to section 7(a)(2) of the Endangered Species Act.


This Opinion is currently being reinitiated. The contractor will assist with the composition of sections of the new Opinion. After the Opinion is complete, they will continue to assist with data analysis needs to evaluate the impacts of the CVP/SWP on the above ESA-listed species.
Other duties include assistance with implementation of the proposed action and CVP/SWP Opinion, including the development of data summaries associated with the CVP/SWP Opinion; assistance with other ESA section 7(a)(2) consultations, and assistance with the development and implementation of mitigation banks, described in greater detail below.

 

The Contractor shall provide data compilation services, specifically, compiling all data sets commonly used for water operations into one universal data set for the office to be used for implementation of NMFS’ CVP/SWP Opinion pursuant to section 7 of the ESA. Other duties include assistance with the development of data summaries associated with the CVP/SWP Opinion.

  • Identify and list all potential pertinent information sources used for CVP/SWP Opinion implementation in consultation with CCVO staff. Document the accuracy of such sources and identify conflicting information. These may be data sets, reports, or other documents produced by non-governmental organizations, or state or federal entities including, but not limited to, the California Department of Fish and Wildlife, the United States Fish and Wildlife Service (USFWS), the United States Bureau of Reclamation (Reclamation), and the California Department of Water Resources.
  • Identify which data sets are preliminary, final, available to public, and so forth regarding CVP/SWP water operations and the effects of these operations on the ESA-listed species managed by the NMFS CCVO office (green sturgeon, salmon, and steelhead). Compile these data sets into a single data set. Update universal data set as new data are received.
  • Provide standard data summaries and data analysis of water operations and fisheries data related to the CVP/SWP Opinion as requested. Participate in regularly scheduled meetings regarding data sources and associated information for these subjects.
    Assist in development of technical team, review of seasonal and annual reports, and draft Opinion sections pursuant to the re-initiation of ESA Section 7(a)(2) for these Opinions.
  • Assist in the completion of draft formal and informal ESA section 7 consultation documents. These will be completed pursuant to section 7(a)(2) of the ESA.
  • Participate in the other technical team and informational meetings, as requested.
  • Assist in the develop and implement mitigation banks

Qualifications

Requirements

 

The proposed Contractor must have the following minimum qualifications:

  • Bachelor's degree and four (4) years of experience or a Master’s degree from an accredited college or university
    in biology or field of study relating and two (2) years of experience relating to specific task order.
  • Ability to perform a variety of complex scientific tasks in the performance of each task order such as:
    Field sampling and data collections; Analysis of data; Information collection, synthesis and analysis;
  • Report writing; Organizing activities; and representing the West Coast Region (WCR) at meetings.
  •  Efficiency in using word-processing programs (specifically Microsoft Word) to develop written documents.
  •  Excellent verbal and written communication skills.
  •  A working knowledge of salmonid and sturgeon life history with the California Central Valley.
  • A general understanding of the Endangered Species Act Section 7 consultation process.
