As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Project Manager to join our growing team.

 

The Program Manager is responsible for the comprehensive oversight and management of a large, complex federal program contract. This role focuses on ensuring successful execution across scheduling, staffing, technical performance, quality assurance, and customer satisfaction. The Program Manager will lead a multidisciplinary management team, provide strategic direction, and serve as the primary point of contact (POC) to the Government’s Contracting and Program staff.

This is a contingent position, based upon contract award.

Responsibilities

  • Serve as the primary POC to the Government’s Contracting Officer and Contracting Officer’s Representative, managing the contract and all related matters.
  • Supervise management team members overseeing key contract areas.
  • Maintain regular and direct communication with senior government officials and internal senior management.
  • Provide high-level strategic guidance and drive process improvements to enhance operational efficiency.
  • Oversee contract organizational units focused on scientific research, engineering, computer networking, data archiving, communications, and satellite or remote sensing operations.
  • Lead the execution of contract objectives, work plans, and budgets, ensuring alignment with program requirements and standards.
  • Oversee task order (TO) development, including scoping, budgeting, scheduling, and execution.
  • Identify and procure resources necessary for successful program and task order completion.
  • Monitor and report program status, risks, organizational changes, personnel metrics, and budget performance.
  • Conduct regular contract reviews and deliver timely reports on project status, issues, opportunities, and financial/schedule metrics.
  • Coordinate quality assurance actions to ensure all deliverables meet or exceed contract requirements.
  • Lead solution development for new and ongoing task orders, incorporating industry best practices.
  • Assign and oversee Task Managers responsible for the development and reporting of project plans and deliverables.
  • Review, approve, and recommend improvements to project solutions and status reports.
  • Conduct variance analysis comparing actuals against planned cost baselines and schedules.
  • Oversee the development and management of schedules, resource allocation, cost estimates, and earned value management (EVM) reporting.
  • Implement project management best practices in alignment with industry standards (e.g., PMI PMBOK), including EVM processes.
  • Facilitate weekly management team meetings and lessons learned workshops.
  • Review proposed changes to the contract and establish policies governing team activities.
  • Exercise authority to assign resources, engage sub-consultant services, set objectives, approve project plans, job orders, and change orders, and resolve inter-team conflicts.
  • Accountable for total contract performance, including delivery, budget, schedule, and quality outcomes.

Qualifications

  • Bachelor’s degree required (advanced degree such as MBA preferred).
  • Project Management Professional (PMP) certification preferred.
  • 12+ years of experience managing large-scale, complex federal science, engineering, or information technology programs.
  • 15+ years of relevant program and project management experience.
  • Demonstrated success leading high-profile projects with increasing levels of responsibility.
  • Experience managing teams of technical, scientific, and project management professionals.
  • Proficiency with modern engineering, networking, and cloud-based solutions.
  • Experience with projects involving remote sensing, data archiving, image processing, and/or data dissemination preferred.
  • Experience managing Indefinite Delivery/Indefinite Quantity (IDIQ) and Task Order (TO) contracts of comparable size and complexity.
  • Familiarity with and experience in implementing Earned Value Management Systems (EVMS).
  • Proven ability to work effectively with diverse client groups on large, complex programs.
  • Strong understanding of project scope, schedule, budget development, and quality management systems.
