As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Data Analyst to join our growing team.

Responsibilities

Lynker is searching for a talented Data Analyst, with a knack for customer service, to support NOAAs, Southeast For-Hire Integrated Electronic Reporting (SEFHIER) program. The SEFHIER program uses electronic reporting to collect data on catch and effort from all South Atlantic for-hire vessels (~2,000) with federal for-hire permits, for coastal migratory pelagics, dolphin-wahoo, and snapper-grouper.

 

As a Data Analyst, you will provide professional and scientific services for NOAAs Southeast Regional Office (SERO); Sustainable Fisheries Division (SFD), to support the Southeast For-Hire Integrated Electronic Reporting (SEFHIER) program, provide analyses for fisheries management actions, design new approaches for data collection surveys, as well as compile and distribute data to provide quality information for fisheries management.  You will analyze this data with the understanding that we want to increase accuracy, timeliness, and reliability of the data collected, to fulfill the needs of NOAAs stock assessments and provide a scientific basis for their management evaluations, of the Federal for-hire fishery.  

Qualifications

Duties of the Data Analyst include but are not limited to the following:

  • Import, export, and combine files using R or SAS Produce reports, statistics, summaries, and figures, including analysis methodology
  • Use SAS or R code to analyze fisheries data for amendments to fishery management plans or to predict season closures
  • Write SQL queries to pull data from Oracle database for analytical tasks
  • Investigate/explore data for quality (e.g., anomalies, outliers, repeated, missing, mismatched, or null data)
  • Review data quality prior to analyses and ensure task manager is aware of data quality errors while recommending solutions to reduce data quality errors
  • Formulates and recommends practices and procedures affecting fisheries management
  • Develop statistical code to analyze data for trends and patterns
  • Document all code for clarity including stepwise notes in the code itself to ensure usability and replicability by other team members
  • Evaluate new statistical methods and analyses for the collection of fisheries data to inform stock assessments and management decisions
  • Participate on agency and other working groups providing advice on fisheries dependent data collection issues before the group
  • Coordinate with federal and state data collection partners to improve fisheries data collection programs
  • Work independently to monitor data
  • Serve on interdisciplinary team for fishery management amendments

 Requirements:

The ideal Data Analyst will meet the following qualifications:

  • M.S. (in data analytics, statistics)
  • 6+ years of experience with R statistical language proficiency
  • Knowledge of the statistical theories, principles, and methods, and the ability to define problems, perform background research, develop, and execute a project plan, organize and evaluate results, and prepare reports of findings
  • Knowledge of scientific principles and concepts for the effective management of living marine resources
  • Strong written and verbal communication skills.
  • Ability to work independently and as part of a team.
