The Proposal Director is responsible for leading the development and management of high-quality, compliant, and compelling proposals, quotations, bids, and sources sought in response to federal government solicitations. This individual will oversee the entire proposal lifecycle, ensuring alignment with company growth strategies and compliance with federal acquisition regulations. The Proposal Director will collaborate with cross-functional teams to drive proposal efficiency and success. They will work as a member of the Lynker Central Growth Office to integrate strategy, capture, marketing, and teaming strategy into our bid and pipeline process.

Responsibilities

Duties of the Proposal Director will include the following:

 

  • Proposal Strategy & Development: Lead proposal development efforts, including proposal strategy, planning, and execution in response to Requests for Proposals (RFPs), Requests for Quotations (RFQs), Requests for Information (RFIs), Sources Sought Notices (SSNs), and other solicitations. Support gathering Government Wide Acquisition Contracts (GWACs), Agency Wide Acquisition Contracts (AWACs), and Indefinite Quantity/Indefinite Deliverable (ID/IQ) contract vehicles needed to support corporate growth strategies.
  • Proposal Management: Establish and manage proposal schedules, milestones, and deliverables while ensuring compliance with solicitation requirements for Lynker’s most significant, sizeable, and strategic proposal efforts.
  • Team Coordination: Work closely with business development, capture managers, subject matter experts (SMEs), pricing teams, and technical staff to develop win themes, value propositions, and competitive differentiators.
  • Content Development & Compliance: Ensure proposals are fully compliant with solicitation instructions, evaluation criteria, and applicable regulations (e.g., FAR, DFARS).
  • Writing & Editing: Develop and refine proposal content, including executive summaries, management approaches, technical solutions, and past performance sections.
  • Color Reviews & Quality Assurance: Organize and oversee proposal color team reviews (e.g., Pink, Red, Gold) to ensure continuous improvement and high-quality submissions.
  • Proposal Tools & Infrastructure: Manage proposal templates, content libraries, and tools to streamline the proposal development process.
  • Market Intelligence & Process Improvement: Stay informed on federal procurement trends, acquisition strategies, and best practices to enhance the company’s proposal operations.
  • Support Other Business Development Lifecycle Activities: Support strategic analysis, training, opportunity identification/qualification, cost analysis, teaming, Joint Venture strategies, and the development of internal guidance and tools to support company growth.

Qualifications

The Ideal Proposal Director will have the following:

 

  • Bachelor’s degree in Business, Communications, or a related technical field relevant to Lynker’s core competencies. Master’s degree preferred.
  • 10+ years of experience in federal proposal development and management, preferably within a government contracting environment.
  • Strong knowledge of the federal procurement process, including FAR and DFARS regulations.
  • Demonstrated experience leading proposal teams and managing large, complex proposals with general adherence to the Shipley framework.
  • Exceptional writing, editing, and communication skills with the ability to tailor content to different audiences.
  • Proficiency with proposal management tools such as SharePoint, MS Office Suite, Adobe Acrobat, and proposal automation software.
  • Ability to manage multiple proposals simultaneously in a fast-paced environment with strict deadlines.
  • Strong leadership, organizational, and analytical skills.

 

Work Environment & Travel:

 

  • This position can be based at the company headquarters or remote.
  • Some travel may be required for proposal kick-offs, reviews, and meetings with government customers and teaming partners.
