Lynker is seeking a highly skilled Air Quality Analyst and Modeler to support the Bureau of Ocean Energy Management (BOEM) in conducting a comprehensive baseline study of air quality in Puerto Rico. The successful candidate will utilize existing monitoring data and advanced modeling techniques to assess the impact of potential offshore wind (OSW) projects on regional air quality.
Key Responsibilities of the Air Quality Analyst and Modeler:
o Review and analyze existing EPA Air Quality System (AQS) and Puerto Rico Air Monitoring Network (PRAMN) data.
o Conduct a baseline survey of air quality, identifying potential information gaps and addressing them through analytical techniques.
o Perform dispersion or photochemical modeling to assess the impact of potential new OSW sources using existing modeling platforms and BOEM’s Offshore Wind Energy Facility Emission Estimating Tool.
o Evaluate potential air quality impacts spatially, assess emissions, and model Air Quality Related Values (AQRVs) if applicable.
o Ensure all collected and modeled data adhere to quality assurance and quality control standards.
o Document all validation checks, corrections, and ensure data integrity throughout the project lifecycle.
o Prepare detailed reports and technical summaries that include objectives, methodologies, analyses, results, and recommendations.
o Ensure all reports conform to BOEM’s formatting and quality specifications, including Section 508 compliance for accessibility.
o Develop and maintain a Project Management Plan (PMP) and Data Management Plan (DMP) that includes QA/QC procedures.
o Coordinate with stakeholders, including BOEM representatives, to ensure project objectives are met and deliverables are submitted on time.
Qualifications of the Air Quality Analyst and Modeler:
o Bachelor’s degree, with strong preference for advanced degrees, in Environmental Science, Atmospheric Science, Engineering, or a related field.
o 6-10 years of proven experience in air quality analysis and modeling, particularly in using dispersion and photochemical models.
o Familiarity with EPA’s AQS data and tools like AVERT and COBRA for emissions and health impact assessments.
o Strong analytical and problem-solving skills with the ability to handle large datasets.
o Proficiency in geographic information systems (GIS) and statistical software for spatial data analysis.
o Excellent written and verbal communication skills for preparing reports and presentations.
o Familiarity with federal regulations and standards related to air quality and environmental protection.
