With a commitment to excellence and a passion for innovation, Lynker leverages cutting-edge technologies and scientific expertise to support the creation and delivery of improved operational weather forecasts.  Lynker is seeking a Physical Scientist and Meteorologist Developer to directly support NOAA and the Climate Prediction Center (CPC) on a long-term contract.  The Physical Scientist and Meteorologist Developer will work closely with the NCEP Centers, NWS weather forecast offices, NOAA research facilities, academia, and the NWS Science and Operations Officer community to develop and enhance heat related datasets, analysis methods, products, and dissemination pathways.

Responsibilities

Promising work may be transitioned to operations. The incumbent will provide training materials on the enhanced products and analysis tools. The work will also strive to build the capacity to enhance impact decision support services (IDSS), effectively building a Weather Ready Nation.

Areas of particular need and interest to be addressed include developing verification practices and extended applications for a multitude of temperature products and services associated with CPC. One specific focus is on excessive heat days in the past and relationships to forecast periods of excessive heat. Additional areas of focus include more in-depth analysis of the historical frequency of impact relevant temperatures.

The ideal Physical Scientist and Meteorologist Developer will currently be able to identify pertinent datasets and develop analysis tools that will feature raw data, images, and map data products using GIS reference materials as well as other web-mapping services. Assignments are typically received in terms of expected outcomes and incumbents are expected to act independently to develop required information, including selecting approach, and to provide sound analyses and recommendations.  Assigned projects may include analysis, application development, or other areas specific to the assignment.

Duties of the Physical Scientist and Meteorologist Developer may include, but are not limited to:

  •   Collaborate with meteorologists at NCEP, NWS field offices, academia, and outside partners to develop excessive heat/temperature related datasets and products from historical and forecast data.
  •   Use scientific and technical meteorological expertise to develop tools for analysis of temperature datasets and verification of temperature forecasts.
  •   As appropriate, contribute to formal scientific publications, and/or attending off-site conferences, symposia and hazardous-weather-related outreach events.
  •   Collaborate to transition analysis and forecast tools developed at CPC, and elsewhere within federal laboratories into operations at CPC and other NOAA offices.
  •   Develop applications using modern industry languages and tools such as, GIS, Python, and PHP.
  •   Development of programs used to generate GIS data sets including shapefile, KML/KMZ, and geoJSON formats and coordinate in their dissemination in GIS compatible formats.
  •   Develop training materials to transition new tools and techniques into operations.
  •   Perform related duties as assigned.

Qualifications

The Physical Scientist and Meteorologist Developer selected should have the following:

  •     Advanced degree in meteorology, hydrology or related earth science fields (MS or above preferred)
  •     Experience with analyzing historical earth system measurements and datasets.
  •     Experience with subseasonal to seasonal outlooks.
  •     Experience with software development support in a team environment
  •     Experience with Python and Unix shell scripting within a UNIX/Linux Environment.
  •     Experience with website technologies such as PHP and Javascript.
  •     Ability to organize, plan, and complete projects
  •     Excellent written and oral communication skills for documentation and presentations
  •     Ability to work in a team environment with dynamic priorities

 

The Ideal Physical Scientist and Meteorologist Developer should have the following:

  •     Experience with GIS software tools and applications including but not limited to ArcGIS, ArcPro, ArcEnterprise, and applications of MS Office Suite
  •   Experience with Machine Learning/Artificial Intelligence software packages including but not limited to Tensorflow and PyTorch
