Overview

Lynker is seeking to hire a Program Analyst to provide environmental compliance and program support to NOAA’s Office of General Council (OGC). The environmental compliance and program support will include the following under the direction and guidance of the Chief of the Environmental Review and Coordination Section of the OGC:

Responsibilities

  • Support the drafting of guidance documents to facilitate NOAA environmental compliance efforts, including but not limited to drafting instructions, updating existing guidance documents to ensure compliance with revised regulatory requirements, assisting with the circulation of draft documents, compiling comments and responses to comments for draft documents, formatting final guidance documents.
  • Assist OGC with the evaluation, analysis, and review of NOAA environmental compliance programs, management policies, and guidance to aid in developing recommendations.
  • Provide technical assistance in the review of environmental compliance and NEPA documents prepared by line offices.
  • Track NEPA and other environmental compliance efforts across NOAA by maintaining and updating existing tracking mechanisms and processes and provide technical assistance in the review of environmental compliance and NEPA documents prepared by line offices.
  • Assist OGC in developing a new tracking system to enhance the office's ability to maintain accurate records of the agency's NEPA and environmental compliance actions.
  • Assist with preparing NOAA NEPA policy and procedures, NEPA tools, and templates.
  • Maintain and update NOAA's NEPA internet and intranet resources.
  • Coordinating reviews across NOAA of external documents, such as NEPA documents prepared by other agencies and relevant rulemakings.
  • Manage NOAA's archives and tracking of NEPA documents, including work to explore and develop new platforms to support that work.
  • Assist with the development of NEPA and environmental compliance training, and
  • Prepare reports for internal and external audiences on environmental compliance implementation.
  • Assist OGC in preparing responses to any data calls and assignments from CEQ and other agencies about NOAA's NEPA program.
  • Analyze our present data models and database management systems to identify performance issues and potential areas for improvement. Identify business needs and then develop database solutions to address them.
  • Participate in and report-out on weekly GC ERC staff meetings, monthly NOAA NEPA Working Group meetings, and other recurring meetings.
  • Provide planning and logistics support for meetings, conferences, and working groups, including, but not limited to, coordinating locations, participants, rapporteurs, exhibits, agendas, presentations and briefing materials, accommodations, speakers, multimedia requirements, and facilitation services.
  • Perform other duties as assigned.

Qualifications

 

The candidate must have one (1) year of relevant experience in regard to NEPA, with up to seven years total relevant experience.

Additional skills and experience required:

  • Knowledge of the various laws regarding Federal environmental compliance, including the National Environmental Policy Act, Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, and Marine Mammal Protection Act.
  • Experience in preparing NEPA analytical documents such as Categorical Exclusions (CEs)/Findings of No Significant Impact (FONSI's), Environmental Assessments (EAs), and Environmental Impact Statements (EISs ).
  • Technical writing experience completing analyses and concise reports addressing environmental compliance
  • Ability to communicate effectively with a variety of individuals.
  • Ability to articulate biological and policy information on technical findings to technical and non-technical audiences in oral and written word formats.
  • Ability to work independently and be solution-oriented.
  • Experience in Google Sheets and additional data management platforms such as Smart Sheets or Oracle.
